A modelling nipper is one of the first tools you should get for Gunpla or plastic model kits. It is used to cut parts neatly from the plastic runners.
You can technically twist parts off by hand, but it is not a good idea. Twisting can damage the part, leave stress marks or create rough edges that are harder to fix. A nipper gives you much better control.
